CLM-ISDS Flowchart

Pulong-pulong sa Barangay Kontra sa Child Labor is the kick-off activity of the Department of Labor and Employment – Quezon’s Action Program: Taking Children Out of Child Labor through a Functional and Institutionalized Child Labor Monitoring and Integrated Services Delivery System in the Communities.

The activity was held from November 3, 2011 to November 24, 2011, covered all the 18 beneficiary barangays in Lucena, Calauag and Catanauan in the province of Quezon, and gathered a total of 947 participants representing various stakeholders.

The consultations main speakers were DOLE QPO Head Mr. Virgilio Magsino and Mr. Ohmar Lorena on RA 9231; ILO-IPEC Provincial Coordinator Ms. Cecilia Colarina on Child Labor situation in the country and in Quezon; and DOLE –ILO Project Coordinator Ms. Teresa Pamela C. Palma on the proposed FLOWCHART and STRUCTURE of the CLM-ISDS in the barangay level. Municipal coordinators Mr. Jerwin Navarro of Calauag and Ms. Fe Manzano of Catanauan presented a report on the status of the existing structure and program for the elimination of Child Labor in the Municipal and Barangay level in their respective municipalities. Mayor Ramon Orfanil of Catanauan and Mayor Visorde or Calauag assured the support of the LGU to the project and conversed on the possible implementation of this program in their other Barangays.

Pulong-pulong sa Barangay Kontra sa Child Labor successfully resulted in the development of the CLM-ISDS flow chart (see figure 1), the possible structure that can be adopted by the Barangay, and opened the possibility of implementing this project in other areas that are not covered by the project.
