The CLFE is one of the components of the DOLE’s three-pronged campaign for Child Labor-Free Philippines; the other two are the Child Labor-Free Zone and Child Labor-Free Barangay.
The CLFE certificate is given to an establishment after meeting the qualification criteria set forth in the DOLE’s Department Order No. 115B-12 such as holder of bestowed Tripartite Certificate of Compliance on Labor Standards (TCCLS); maintain and display company policy expressly prohibiting child labor; contracts or terms of engagement with suppliers and contractors which contain stipulations prohibiting child labor; and, along with its suppliers and contractors, has no pending case with the DOLE for engaging in child labor.
The CLFE Certificate serves as a badge of honor or DOLE guarantee that gives assurance to brand owners and consumers that an establishment-awardee is not employing child laborers nor using products that are tainted with child labor.
Since 2013, seven establishments in Region 6 were cited for being such.
On the other hand, San Miguel-Brewery Plant in Bacolod City was awarded the Certificates of Compliance (COCs) on General Labor Standards (GLS) and Occupational Safety and Health Standards (OSHS) after it was found to have complied with both standards during the Joint Assessments conducted in said establishment.
In 2015, a total of 2,022 establishments were awarded with COCs on GLS while 2,027 were given COCs on OSHS.
