DOLE-NCR conducted Rescue Operation in Las Pinas City

Six minors, age ranging from 12 to 16, were recently rescued at a junkshop in Las Piñas City by the Sagip Batang Manggagawa Quick Action Team (SBMQAT) composite team from the National Bureau of Investigation- Violence Against Women and Children Division (NBI-VAWCD), Department of Social Welfare and Development (DSWD), labor inspectors from the Department of Labor and Employment and Child Labor Program (CLP) project coordinators.

A certain Rustom Parana, owner of the Bulate Trading, allegedly employed  these  minors in  his junkshop and violated  Republic Act 9231 (Employment of Minors Engaged in Hazardous Occupation) in relation to R.A 7610 (Child Protection Law).

At 11:00 am of 14 January 2013, Monday, a briefing was convened among members of the SagipBatangManggagawa Quick Action Team (SBMQAT) at the DOLE-National Capital Region. Later on, the  composite  rescue team together  with ABS-CBN  BULATLAT Program Host Julius Babao proceeded  to  the  area  where  the  minors were  employed.

It  was  found  out that  the  minors’ work involved dismantling  and  segregation of  electronic parts from old computers and  television monitors -  exposing them to hazardous heavy metals like mercury and lead.

The owner is now facing  a  criminal case in violation of  RA 9231 and  administrative cases in violation of  underpayment of wages, non-payment of holiday  pay  and  overtime pay,  non- coverage of SSS, Philhealth and Pag-IBIG,  non-use of protective equipment and poor housekeeping.
