Presidential Proclamation No. 267 s. 1993, declared the Month of October of every year as the National Children’s Month to emphasize the importance of the role of the child within the Filipino family and in nation building. Section 13, Article II of the Philippine Constitution recognizes the vital role of the youth in the nation building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being. It shall inculcate in the youth, patriotism and nationalism, and encourage their involvement in public and civic affairs.”
The Council for the Welfare of Children, the inter-departmental governmental agency for children’s concern is the lead agency in promotion and safeguarding the rights of children. By virtue of Presidential Decree (PD) 603 or the Child and Youth Welfare Code, CWC has been spearheading the nationwide celebration of children’s month since 1993. For 2011, the 19th Nationwide Celebration of Children’s Month shall focus on strengthening the Local Council for the Protection of Children (LCPC).
It is acknowledged that the LCPC is an enabling mechanism for the creation of a child friendly society/community that is sensitive to the needs of the child, and where all sectors work together to produce holistic and sustainable strategies that protect and promote child rights. LCPC serves as the umbrella organization for all child-focused agencies/groups at all levels of governance (provincial to barangay). Article 87 of PD 603, Art. 359 of RA 360 (Civil Code of the Philippines), Sec. 15 of RA 9344 (JJWA of 2006) provides for the organization and strengthening of LCPC with allocation of 1% of the IRA and RA 4881 (an act creating Council for the Protection of Children in Every City and Municipality).
LCPC is the closest arm at the community level has the responsibility to help every family in bringing up their children to be productive citizens wherein proper direction, supervision, and guardianship in the training, education, and others interests of its minors were ensured. Hence, to support LCPC is a call to everyone in governance.
Based on the 2010 data from the National Barangay Operations Office (NBOO) of the DILG, 55 of the provinces; 114 of 138 cities; 1,195 of 1,496 municipalities and 35,163 of 42,025 barangays nationwide have organized/reorganized LCPC. On the functionality of LCPC, 34 Provincial Councils for the Protection of Children (PCPCs), 57 City Councils for the Protection of Children (CCPCs); 282 Municipal Councils for the Protection of Children (MCPCs), 5,208 Barangay Councils for the Protection of Children (BCPCs) have ideal functionality; 15 PCPCs, 43 CCPCs, 570 MCPCs and 13,390 BCPCs are Mature; 3 PCPCs, 11 CCPCs, 211 MCPCs and 11,322 BCPCs are Progressive; 3 PCPCs, 8 CCPCs, 143 MCPCs and 5,739 BCPCs are Basic.
The theme for this year’s Children’s Month Celebration is “Local Council for the Protection of Children Para Sa Bright Child: Pakilusin, Palakasin, Pagtulungan Natin!” Observance of Children’s Month can be through but not limited to the following activities: Fora on Child Protection; Cine Pambata Film Festival; Liturgical Celebrations; Media Advocacy on Child Rights; Displaying of streamer; etc.), which shall carry the 2011 theme.
