Legazpi City - The days of child labor offenders are now numbered in the Bicol region.
A hi-tech information system that profiles, tracks-down and literally ‘burns’ the image of child labor offenders in Bicol has been set in motion on June 3 this year at the very lair of the Department of Labor and Employment (DOLE) in Region V in Legazpi City.
This web-based application, known as the Child Labor Knowledge Sharing System or CLKSS, is readily available and accessible to all child labor program coordinators (CLP) and members of the Regional Anti-Child Labor Committee (RACLC) region-wide as well as other stakeholders of the Philippine Program Against Child Labor.
CLKSS, which is being administered by the Bureau of Workers with Special Concerns (BWSC), contains relevant information on child labor cases, statistics on child labor, and other data that may lead to the detection, apprehension and hopefully putting behind bars of offenders.
“It is basically a regional data hub. Any member of the RACLC, or any claim holder or duty bearer may register or log on to the CLKSS portal (www.clkss.org.ph)” and gain access to its products and services, as well as participate in twits or discussions”, DOLE Regional Child Labor Program (CLP) Coordinator and Statistician Cyre Cabredo said.
DOLE Bicol Regional Director Atty. Alvin M. Villamor, who is also an Anti-Child Labor advocate, said that CLKSS may be the key in finally combating child labor in the region.
He added that lack of data or information on child labor is one of the toughest problems being faced in the implementation of the DOLE’s child labor prevention and elimination program.
“How can you defeat something that lurks and hides in the background of poverty? Napakahirap hanapin ang itinatago at itong child labor ang kadalasang itinatago,” Villamor added.
Villamor is optimistic that CLKSS will open up information channels region-wide which can then be translated into statistics and action that will map out the very existence of child labor offenders.
